New York, USA – September 19, 2024 – The High-Level Advisory Body on Artificial Intelligence to the United Nations has released a pivotal report advocating for a robust global governance framework for AI. This report, published ahead of the Summit of the Future, emphasizes the need for the UN to play an active role in managing the risks and benefits associated with AI technologies.
Call for an AI Panel
The Advisory Body proposes the establishment of an international scientific panel on AI, akin to the Intergovernmental Panel on Climate Change (IPCC). This panel would aim to build a comprehensive global understanding of AI capabilities, opportunities, risks, and uncertainties. The report underscores the necessity for global governance due to the concentration of AI development within a few multinational companies and countries.
Global AI Fund and Capacity Development
To address the AI divide, the report suggests creating a global AI Fund. This fund would support countries that are currently lagging in AI development by providing access to essential AI resources such as computing infrastructure, datasets, AI models, and governance tools.
The Advisory Body also recommends the establishment of a capacity development network involving UN-affiliated centers. This network would focus on enhancing global expertise sharing, computing resources, and AI training data. Additionally, a global AI data framework is proposed to facilitate data sharing, ensure quality, and ensure fair compensation for data subjects.
Intergovernmental Policy Dialogues and Standards Exchange
For effective global AI governance, the report advocates for twice-yearly intergovernmental policy dialogues and the creation of an AI standards exchange. These initiatives aim to ensure interoperability and cohesive governance across different regions.
UN AI Office and Coordination
The Advisory Body suggests establishing an AI office under the UN Secretary-General to coordinate these global efforts and ensure the effective implementation of the proposed framework.
Context and Previous Initiatives
The report builds upon previous international AI initiatives, including the UK’s AI Safety Summit, and efforts by the OECD, G7, G20, the EU, the African Union, ASEAN, and the Organization of American States. While these initiatives have provided valuable insights, the Advisory Body argues that a unified UN-led global governance structure is essential for comprehensive coordination.
Upcoming Press Conference
UN Secretary-General’s Envoy on Technology, Amandeep Singh Gill, along with the Advisory Body, will hold a press conference to discuss the report in further detail at 7 p.m. CET today.
The proposed framework marks a significant step towards creating a global structure to manage the complexities of AI, ensuring that its benefits are shared equitably while mitigating associated risks.
